Meeting Minutes 3-21-2016

 

In attendance: Bill Hurst, Craig and Judy Jennings, Kurt Lusink, Frank Goss, The Bixlers, Dave Swanson, Bob Evans, Amber York, Mary Jane Nelson and Mike Grua. Not present: Bob Carmody, Aspinwall residence, Ron Buzard.

In our kitty, roughly $36,000. The Hainey Tract was created in 1958.

Many thanks went to Bill Hurst and Amy Love for unearthing a grant where the state wants 'eagerly' to give us money to fund a new well, due to drought conditions. This meant many hours of being on the phone and all the hassles of dealing with a governmental agency. All voted for Bill to pursue this grant. It was reported the state has committed about 90% at this time to give up to $50,000. This is from a 2014 Water Crises Grant. There is no objectionable strings attached. It is perhaps possible to secure more funding over the $50,000, but there may be strings attached and harder to do and take more time. There was a question about whether or not we pay taxes on the grant. Most seemed to think not. Do we even have a tax ID number?

It costs roughly $490 an hour to drill new well. That does not include moving and replacing the tanks, the pressure system, the piping, electricity, infrastructure of the pump house, well casing. (Mention was made of a need to update the pump house.) There was a quote for $24,000 to drill a new well, without any problems such as hitting rock, pumping out mud, or overtime. Bill was reluctant, but gave a gut estimation of $80,000 when all is said and done. Ideally it would be good to get 3-4 more bids, but everyone is very busy and we have a June deadline for application. We need a signed contract for application. Mention was made of the well in Rosario Park, of Rocky and a geologist from Painted Cave. Steve Campbell has backed away from the project. A & A backed out. Cascade will bid. Another company called Sierra Engineering from Ventura was mentioned. Roughly 3-6 months to drill the well.

Current status of our well
Before this year's rain, we were in a crises. Now we are 2' above pump after rain. No cracks. Mention was made of the air tube that goes down to 1-2 feet above. Well goes down 300 feet deep. Pump goes down to 242 feet deep. It was mentioned that the dog leg is rusted. Mention of going to 900 feet with new dimensions of 100' x 33'. Put new tanks together, use old tanks and get sludge out.

Many thanks went out to Frank Goss for researching the legal issues of adjusting the easement onto Kurt's property. This meant sifting through many documents as far back as 1958. It was voted and agreed for Frank to take the documentation to Rob Eganoff to have the easement changed. Cost roughly $1000. All must sign with notary. 30' easement. It was agreed that survey markers would be put around Kurt's property for him to assess proper dimensions. There are heavy cement blocks on his property that were once cradles. Too much to dispose of. There was mention of 2 particular trees that need to come out. Cost roughly $1600/day. Perhaps use local guy- Giant Beaver. Also, Doug Coale is a good arborist, from Mesa Tree Company.

Current bi-laws were written by Hatch and Parent in '06. Talk was made of perhaps updating bilaws to prevent any future liabilities. To update bi-laws, it could be $5-7000. We need consensus to change them. Craig will get quote from Hatch and Parent. (For improvements to be made we need a quorum – 3/4 + 1.)

Dean May still checks well once a quarter. The next level of regulation would require us to check the well once a month. The acceptance of the building of the Evans property took us to the edge of our present level of functioning. (Bob Evans puts 1/2 liter of chlorine in once a week.) There was a reasonable guy working at County Health Dept. named Norm Fujimoto, but he is retiring and being replaced by Deanna.

Our water usage has gone down and stabilized. There are spikes in the June and July electricity but the water numbers are not congrent. Maybe the pump gets stuck open? No leaks or cracks now.

Craig is part of the Community Wildfire Protection Plan. They secure grants for brush clearing. We need one more representative. Anyone?

It was suggested we need another meeting before the grant and before drilling and for the bilaws to be notarized. It was brought up that our current bi-laws outline a meeting every 2 years and that we best abide by that.

I make a motion to accept these mintues. If not, please make the proper correction (s) and propose again. I may not have understood everything clearly.
